Door B — PayPal
"Limited" is four different problems wearing one word. A 21-day hold on new payments resolves itself with tracking. A permanent limitation is a 180-day policy clock that PayPal states on its own help page. Confusing them wastes your one good appeal on the wrong fight — so name yours first.
The mildest PayPal hold: new-seller and risk-based holds on single payments, released as tracking and clean history build.
The path: Release track: add tracking, mark items received, and let clean sales age — this one usually resolves itself.
PayPal limits sending, receiving, or withdrawing while it reviews documents. Money is mostly visible but fenced.
The path: Resolution Center steps, completed in order — each document reviewed before the next unlocks.
PayPal keeps a percentage or a floor balance as chargeback insurance on higher-risk accounts.
The path: Reserve track: written request for the reserve terms and the review date; reserves are revisited for accounts with clean history.
The account is over. PayPal's own help page states the money is held for 180 days, then withdrawal instructions come.
The path: One strong appeal if the limitation is fresh and the facts are wrong; otherwise the 180-day clock, then withdrawal. The kit's timeline tracker is built for this.
